Interior Light Problems

I have a 1994 Explorer. The other day while driving home I heard something "Click" like a relay and all my interior lights came on. I am unable to turn them off with the light ****. I have checked that all the doors are closed. I have had to remove the fuse as to not kill the battery. Any Ideas?
