Have had good luck with Chassis Saver. Nothing is perfect but it does a pretty good job protecting steel from rust. Works best if you can apply multiple coats and becomes hard as nails when fully cured.
Coming out of left field for the assembled brains; black oxide? I've seen it used in corrosive chip manufacturing equipment, seems like a good fit. I'd think scratches would be the problem but?

Rustoleum Heavy rust is actually just red oxide primer.
Idk, I spent a lot of time, a lot of money, a lot of thinking on this, and simple/cheap works fine for me.
This is my 1988 4runner, Michigan truck, goes wheeling all winter, Rustoleum, Oil/wax spray, reapply the oil every fall. It's the only 88 4runner around lol.
Has anyone done this? Unfortunately, I watched a YouTube video on painting the frame and after reflecting on my estimated cost of blasting and coating vs prepping and painting it seems better to let someone else do the work. Additionally if I prep/ paint it would take more time and feel like an endless cycle inspecting my work to see if it's good enough to be painted on a silly frame at that vs something more important like a hood. Just trying to plan ahead for when I take someone's 6.noooo truck and make it a 7.3 thanks
if it’s a show truck and garage Queen yeah powder coat away. But if you plan on using it for daily driving paint it. Powder coating looks good until it scratches or chips. It can’t be repaired. Personally I would paint it.
