That's the float bowl vent. I don't know those Motocraft carbs very well, but if one of my Holley's or Edelbrocks did that, I'd say a needle & seat is probably bad.
There should be a plug on the side of the float bowl.
Remove it and adjust the float level to where you have to bump the truck a little to get the fuel to slosh out of the hole.
