Having intermittent issues with my instrument cluster: shuts off, loose power windows, etc. Looking in to removing and shipping it off to get repaired. Looks like could take a couple of weeks. If removed with the van still be useable? I need it for work. Also, any recommendations for repair shops?
I'm not 100% certain on this, I can't remember what functions are handled by each module as it's been a while since I had Forscan running on my 2010, so...
No I don't think the vehicle is drivable without the speedo cluster, the electrical system in this last generation Econoline uses programable electronic modules and I think the speedo is one of the core modules that handles things like vehicle security, so just like if you had the wrong key it won't even try to start with a missing cluster.
^^^I'd agree with that but if you need the van before a repair shop could provide a replacement unit perhaps look on eBay for a suitable replacement complete unit. You'll need the specific year and fuel type for your chassis or as mentioned because parts of the drive train will be affected.
I do not know a lot about the 2008 vans but here is my question.

Why would you loose power windows if it is the instrument cluster is at fault?

You have a different issue than the cluster being faulty
You need to be looking at the ignition switch and its related power feeds
Interrogate the switch
Interrogate the switch
Replace the switch and retest
