Just got restored 49 F1 with aftermarket instrument dash gauge panel. Everything works except for fuel gauge. It only moves from empty to a little less than 1/4 full when when start it up. I know its not working cause the tank is full. Could it be a fuse or maybe the ascending unit? Thanks Bob
Some of the "gotcha" type things to check (in no particular order):
That the fuel gauge and sending unit "speak the same language". Most aftermarket units are resistance/ohm based, where the stock system is King-Sealy based. Even aftermarket parts that use the ohm/resistance model must also use the same resistance->reading translations. Maybe only the cluster was changed over and the fuel sending unit was not?
That the sending unit is properly grounded. Can't hurt to add a good ground wire to one of the mounting screws with a ring terminal.

Bob, have you measured the resistance in just the lead wire from the sender? Most Ford senders will give a resistance range of approx 80-10 ohm resistance, range will decrease and allow more current when tank is full. If you ground the sender wire at tank your gauge would read full. You may need to check tank is grounded too, as said.
