Thermactor system question

I have recently acquired a 1988 F250 Lariat 2WD with the 460 EFI. I noticed on the passenger side of the engine compartment there is a lot of black soot, maybe even oil, and I am wondering if it is coming from the circled valve. I have been doing some reading about the thermactor system, but I can't figure out if that is an output or an input valve, or if this could even be the culprit of the soot. I was going to try to degrease that area and generally clean up the engine compartment and was curious about this. The truck shows 97k miles on it and is extremely clean overall, no rust that I can find anywhere. I would think it's more than 97k actual miles, but it's just so clean everywhere that I am not sure, so who knows. I got it from the original owner and am confident it has been well maintained while it was in service, but it has been sitting for a while I think. I have to replace the front brakes because they were not releasing from sitting too long. Anyway, looking forward to digging into the truck, any help would be appreciated. Thanks

No. That is a muffler for the air pump.

so is that is used when the thermactor is in bypass, and not putting air into the exhaust (so it's an output)? The only docs I could find about this was from garysgaragemahal.com but it was from 1986, and the bypass valves on earlier systems look to vent out the valve body, whereas mine seems to have this on it so I wasn't sure if that is what it was. I also wondered if maybe one of the check valves had failed at some point, forcing exhaust back through the system. I had forgotten how elaborate these 80's era emission systems were, thankfully this one seems to be all intact and in good shape.

Yes that is supposed to be the bypass muffler for the air pump, there should not be anything but fresh air coming out of that. If you are getting exhaust gas out there the whole system is put together wrong or parts are missing or have failed.
