Question on the spare tire carrier

I was following my daughter as she was driving our 2021 Ranger yesterday and I could see something moving under the back of the truck. The spare tire is tight and firmly in place. However, the chain from the spare tire carrier is hanging down through the center of the wheel. It is far enough down that you can see it easily.

Can someone take a quick look at their spare tire and tell me how this chain is supposed to be routed? We've never had the spare down on this truck. So, it apparently was this way from when we got it new and we just never noticed it.

My 2019 hangs down just like yours. The chain hangs down to about the lower level of the tire.

I just had our spare down yesterday, I'm pretty sure it is mounted the other way up, which would use more chain and have less dangling. I'll check tomorrow as it is not at the house now.

Yes, Ours is mounted "dish down". The only thing I do not understand is the mph limitation. The tire is the same as the others and is mounted on a steel rim rather than the nicer looking aluminum wheels. I do not remember exactly what the limitation sticker stated, 55 mph maybe.
