Here is a picture when I brought the truck home after purchasing. Now that I am ready to go for paint I did a final look over of the cab and doors. I never thought much about it but what is that track on the rocker for, a door seal perhaps? Is it even supposed to be there? There is one on both sides. I have been in the parts catalogs and cannot identify what it is.
Just as you surmised. the rail on the rocker is the lower door seal retainer, and is supposed to be there. The rubber seal is readily available, and not very expensive.
I would like more pictures of the tank and mounting if possible.
It was from a Chevy S10, the PO made some brackets and mounted it there. I was not keen on the install so ripped it out and put one in the frame behind the rear.
If you plan on doing bed wood in your bed you will not get to some of the mounting strips with the tank like that unless you put them in first then sit the bed down. Trust me, I just did this. I took my tank back out of the frame and mounted it under the frame and I was barely able to squeeze my hand in there then
