Tires

Detailing the F350 today while I was applying dressing to the tires I noticed on all the tires there seems to be bulges on the side wall or what seems to be bulges it's almost like it's part of the tire manufacturing process hard to tell . couldn't get a good picture but when the Sun hits the tires with the dressing you can see which almost looks like ripples what do you guys think ?

Belt let loose in the sidewall. I would have to see a photo. Had that happen only once.
