2006 explorer - Possible bad pcm?

2006 explorer - Possible bad pcm?
Good Morning Gents,
I am working on my inlaws 2006 explorer 4.6l that has a mess of codes. Truck runs great and has plenty of power. It has a reoccurring p0135,p0141,p0155p0645, & p0443.Looking at the wire schematics, these all have a positive feed off of the battery distribution and then are switched via ground from the pcm. I have 12v+ at all of these connections. With just a meter on the o2 sensor heater circuit for back 1 sensor 2, I have 12v+ and ground until I put a load on the circuit. As soon as I load it, the ground reference drops out. I can load the positive side and put my test bulb to a frame ground no problem. o2 sensor heater elements meter at 4ohms.
I have the same issue on the purge valve circuit, but I can control the purge valve to the on position with my scan tool. This is making me question the pcm. Am I missing something? Any help would be greatly appreciated.
