So this cable broke and it was dangling right next to the drive shaft. I thought it was the parking brake release cable but I was able to release the parking brake from inside the cab, like normal.
Looks like a rusted retaining spring like ones I've seen just pulling other cables away from moving parts, mine attach up at top of rear shocks as best as I recall.
That's the return spring mainly for the front parking brake cable which pulls the pedal back up to its stop when released. The parking brake will still release due to the return springs at end of rear cables inside the drums but I'd think the pedal returning to home would be anemic without that spring.
