fuel problems

ITS RUNNING!!
I check Inerta the other day it was in the down position.
I rechecked today still in down position so i pushed it up and grounded pin 6 still clicking at relay.
pushed inerta back down 6 pin to ground and fuel pressure gage at rail jumped to 40 psi and truck started right up. Reset?

I have a 93 f150 with crank and start but runs and idels poorly. The icm pressure regulator and fule pump are brand new. I tried reading codes but have not gotten any. Fule pump runs constantly. Any ideas on where to start looking for a solution

The constant running fuel pump and lack of getting codes point to a bad computer. Dozens of threads here with the exact symptoms as you are having.
