I just checked on my 2022 F-350 that has the same bracket, mine looks just like yours minus the surface rust around the holes. And mine doesn't appear to have had anything bolted there.
This has been asked about a hundred times since 2017. Nothing goes there. Best thought is the plate is something to do with the side impact protection for the fuel tank.
My thought is they may use the same piece on the F150, or Expedition, and those holes are used for those applications.
It is interesting that yours appears to have started rusting right where a bolt head would damage the paint.
Maybe it is used to attach the assembly line track to keep it moving down the line. I looked at some Ford Super Duty assembly plant footage on YouTube and can’t see it. The angle of the camera is higher than the frame but something keeps it moving.
Sounds legit that something temporary was bolt to it as the marks for the hex head of the bolts are very clear. Thanks.

My 22 is the same. FX4 package and running boards from the factory. My guess would be a bolt on attachment for chaining t down the trucks for transport.
Mine had a gold ingot bolted there with an F450 emblem stamped into it. I took it off and had it melted down. Really has helped with cash flow. Weird that some of yours are missing...
