Vacuum Modulator

Where will I find the vacuum modulator on a C6 trans on a 1983 F150 5.8? I suspect this may contributing to delayed shifting into 3rd when cold and generally delayed and hard shifting from 1st thru 3rd at all times.

It should be on the right side at rear of tranny body, forward of tailshaft. Without the vac. mod the tranny would only shift off the govenor.
