Before you tear into the transmission solenoid pack what was the code by number?

Before running the Key On Engine Off (KOEO) tests and Stored Code display did you warm up the engine and transmission? If not that Transmission Oil Temperature (TOT) code is most likely false.

A 1994 model year F150 w/5L engine could have one of two electronic controlled transmissions. The E4OD or 4R70W. Which do you have? Check the Transmission code listed on the driver side b-pillar sticker. Trans code E is an E4OD. Trans code U is a 4R70W. For the record there was a third option out there in 1994 for transmissions, the mechanical AOD. Since you are getting a TOT related code it does not apply for your scenario.
