Exclamation Confused Steering Column Issue

Is the part 3510 the welded flange ?
In this drawing part 3510 is causing too much stress I am attempting to reassemble my column with several new parts & need to know if part 3510 is the flange that is spot welded in the column tube !!!!!!! I do not see how it can be, so if not what is it
HELP, I WAS SO READY TO COMPLETE THIS & NOW I AM CONFUSED BECAUSE I CANNOT FIGURE OUT WHAT THAT PART IS ..................IF it is not the flange then WHAT IS IT !!!

3510 looks to be a thrust washer or bearing. Do you have any pics of what you have?

Not really ones that will help. My main concern is if to install the bearing & bushing before or after the 3510 ??? I am almost certain I have all the correct parts I need !!!

3518 is the bushing, 3517 the bearing, next piece is the bearing cap, then the mystery 3510

Doesn't the bearing & bushing with cap install after the welded tube flange, close to the rag joint ???

Part 380084-S maybe an optional choice, it has a * so I maybe over-thinking this ...well I am just being extra careful actually

It would help me if you lay out the parts you have and take a pic.

The way I remember my '67 column, and the way I read the diagram, #3517 would be the welded bearing cup/flange, #380084-S is the bearing, and #3510 is a felt dust seal that you press into the bottom of the column (by hand), last thing before you put on the rag joint clamp.

I am 99.9% sure this is correct : 3518 is the bushing, 3517 the bearing, next piece is *380084 the bearing cap SEAL if needed, #3510 is a normal washer/seal. I vaguely remember some trucks had 2 different types of bearings and one type needed the felt cap seal/washer. I JUST THOUGHT *380084-S IS A BEARING SEAL/CAP WITH FELT IF NEEDED WITH CERTAIN BEANINGS.
#3510 is STILL A SERIOUS MYSTERY FOR ME & EVIDENTLY FOR EVERYONE ELSE... maybe i have it figured out.......????????? who knows..........ha
NOW I have a BIGGER PROBLEM !!! I THINK IN NEED THE #7C228 PART IN THE DRAWING. I THINK IT IS A SPRING WASHER?/REGULAR WASHER THAT GOES BETWEEN THE INNER SHIFT TUBE & THE SHIFTER HOUSING. I think that is what has caused the severe wear to the plastic portion of my shift tube !!!
anyone know about the PART # 7C228

7C228 looks to be a friction washer for the shift collar.

I would guess they are made of nylon, delrin, teflon or some dense plastic type material.
