Even installed a new accelerator cable. Still does not work. Turns over good twice, then sounds like dead battery but isnt. Its plugged in. I'm at my wits and gentlemen I don't know how to make this work

It needs to be able to crank over good to get one of the older carbureted ones to start
So while cranking and cranking and cranking a pro like me would be looking down the carburetor throat to see if it is dripping (flooding) gas down into the manifold
That is next as far as I am concerned and at the same time I would be checking for spark
You have been down long enough and should be able to get it going

What do you mean turns over twice? Like two engine revolutions? Then what happens? Slow cranking, just clicking? Nothing at all?
The Carter YFA's are pretty simple, especially if you have a TSM (manual) on my '81 it had a sticking choke plate that was impossible to see while the carburator was mounted as it was right at the firewall. Once I removed it I cleaned it up and paid particular attention to the varnish at the hinges of the choke plate and I was in business.
