Do I have reducer sleeve oblong hole syndrome?

The reducer holes are slotted up and down to make it easier to insert the pin.

Yeah, no issue there.
If it was slotted out in the other direction, then it might be an issue.
Plus, it's just the sleeve, the ball mount having the proper hole is most important.

Does that sleeve slide flush against the front of the hitch? I got one from autozone that sticks out.

I was planning to cut it and black RVT it into place as my 2.5” hitch is rated for 20,000/2,000 and close enough.

theres a lip that keeps it from sliding into the receiver all the way. Probably sticks out 1/2” or so.

it didn’t at first. But when I was walking away from the negotiating table after we had a set price, one magically appeared at no additional cost.

The pin hole wallowing that has been reported - I experienced this myself - is on the receiver. Could it happen on a reducer sleeve? Maybe, but I would be a lot less concerned about the sleeve than the receiver.

Probably not, the sleeve doesn't transfer the load from the ball to the hitch, it just keeps the bar aligned in the receiver.

Just make sure your pin is straight.
