First, see if the engine is stuck. Check the oil to make sure it has some, and isn't full of water. After 15 years, I would imagine the carb will need cleaning. The gas tanks are probably really gunked up. After you get clean gas in it, and it fires up and runs, you'll want to go through the brakes before you go anywhere. Before you go far, anything rubber will likely need replacing, meaning hoses of all kinds. If the body is as solid as it looks, it's worth going through everything to make it safe and reliable.
