I always wondered why these trucks have got 2 thermostats...I figured one was set to a lower temp so it would open up sooner and supply hot water to the heater core. Maybe yours was stuck wide open...? Appreciate the update either way

The primary cooling system in the 6.7 uses a duel element thermostat ( 2 small thermostats in one housing ) one having a lower opening temperature than the other. as the engine heats one will open first and as the temperature rises the second will open. this prevents shock cooling of the engine.

Reading I have 2 thoughts, first do you have a block heater? That is big help in the cold, not sure it's an add on when buying. Second I grew up in WI and have zero and below all winter. Even gas rigs had trouble getting warm fast and to help we placed card board in front of the radiator, behind the grill, the card boards not visible.
