You didn't say so, but I assume you checked all fuses? Especially fuse 22 in the fuse box below the dash on the driver's side.
When neither the starter relay activates nor the fuel pump relay activates, more than likely the PCM is not satisfied with something.
Do you have a good scan tool? Codes are your friend. Also, we need to know if a scan tool can communicate with the PCM through the DLC (Data Link Connector).
A couple of things to look at while we wait for codes:
Turn the key on, put it in reverse and have someone tell you if your reverse lights come on.
Lastly, look over the fan clutch connector (at the clutch) and the wiring harness - as far back to the PCM as you can get a good look at it.
You can start doing some electrical testing also, but the two items above are quick and easy. You can get to the electrical testing (verifying power to the relays) after looking at the above.
Edit - one other thing you can verify is that the inertia switch on the fuel system has not been activated.
Functional reverse lights will show that the Transmission Range Sensor is functioning and that the 12V power to it is at least good enough for the TRS to work. One of the reasons that the PCM doesn't activate the grounds to the fuel pump and to the starter is if the 12V system is being pulled down by a short somewhere.
We know the issue isn't a TRS issue by itself - because the starter won't be activated by the PCM with a bad TRS, but the fuel pump will. The OP has an issue with both the starter and the fuel pump function.
Good to check those fuses, but his fuel pump does not turn on either. Could also be the integral fuel pump relay in the CJB, or a fuel pump fuse, or even wiring issues. We are starting to get into multiple failures that way. Might be possible. I like to investigate the single reason possibilities that fit the symptoms. Especially when it is easy to test.
I gave him the SIMPLEST start possible to get him involved in troubleshooting. Like so many others, we don't hear back right away (and sometimes not at all) for whatever reason. He hasn't been back since starting the thread.

So standard transmission? I did not see that earlier. Still would like to see the reverse light operate.
You say you have verified the relay, but I am not sure how deep you went into that relay. Is it getting power to position 30 of the relay (from fuse 113)? This should be hot at all times.
Then, is the starter relay getting the ground applied by the PCM when you try to crank? I suspect it isn't.
The ground is applied at position 86 on the relay, or you can backprobe the PCM connector C1381a, pin #4 (Pink wire).
