hi all. I am getting a code p1260 but my 2008 ford E350 super duty doesn't have a pats unit in it. they took had to take out ignition key lock out of the ignition, and put in a drive by wire system. I looked and there is no PATS module in there. I thought something was wrong with my pcu so i replaced it with a new one from FS1. still get the same codes. p1260 and p1000. it came home from the local ford dealer with the problem. i had it there just to replace to stolen catabatic converters. don't know how that could cause that. because of the problems it has not run for 2 years. but now i am feeling up to working on it but can't figure it out.
it will not start because of several things. the first time i saw the problem I was able to found that the ground side of the starter relay didn't ground because of the pcu. so i jumped the relay and it started got home and it died. now i try to start and even if i jump the relay it will just turns over but no start. and now the the light on the IC with the picture of the van with a pad lock is flashing. so the pcu thinks the pats can't find a key but there is no pats module or pats ring. but seems that the pcu thinks it has a pats. I know when it was at Ford dealer for 3 months because of lack of replacement catalytic converter so i know they killed the batteries and had a charger on it. so i know it was jumped a lot of times at the ford dealer. could that of erased the pcu. to the point of not knowing it was pats free.
so what i need to know is what could be wrong with it? what do i need to reprogram the pcu or could it not be the pcu and something else? one person said it might be ABS or part of it.
can any of you help me with some ideas of what heck? I have a laptop and the ford program forscan. i am willing to buy what programs and the device that connects the laptop to data confection (obd connector) J2534 is that all i need and is that what i should do? or could this be something else? Thanks for any and all help. I have gone through all the local ford dealer and shade tree mechanics with no help.
I read a couple place that said it could be abs system and not a programming problem.

Your PCM could have been shorted out when it was jumped or bypassed. The programming could have been corrupted with a power surge. You could call a Ford dealer and ask them if you bring the PCM to them could they try flashing it for you, but they may tell you they need the vehicle. I myself don't know of anywhere you can get the program to load yourself.

Alright, so from everything I've read, all 2008 E series have a PATS system and it is built into the PCM, it is not a separate module. You have a chip inside your key that has to match the signal. I noticed you saiyoyou have a new PCU / PCM. If you did not have it flashed to match your old PCM it will not work.
