It might also be because the F250 specifies less air pressure in the tires than an F350 at max load. You can run the F350 at the same pressures as the F250 and likely get the same ride (as others have reported).

yes I had them do it both ways and the 250 was about 1500 cheaper.....same as base. anyone know what the 1500 difference is? can't be block size and another leaf......
the other thing that gets me is the 350 can come with a 10000 tag on it but the 250 will come as 10400......

That is strictly a paper derate for registration, tax and/or insurance purposes. It is an option that is beneficial for some buyers. The truck has the same capability as the standard F350.

The 9900/10,000 pound derate package is available for the F250 according to Ford's build and price tool. It derates the F250 to 9900 lbs and the F350 to 10,000.

on the website it makes me remove the high capacity tow package when I click that. I'll have to ask the dealer.

Lariat and up get the 12" screen regardless of what you see in that picture. Both those options add the 360 camera system, the only difference is the first also adds the HCTT package.
The GVWR for the F-250 is 10k without a derate and without adding the high capacity tow package. You can derate the 250(without high capacity tow package) to 9900 GVWR. With the High capacity tow pkg you get 10800 GVWR. You can't derate with that option.
