OK update with truck jacked up and off when wheels are spun the axle spins. When truck is running in park when I spin the wheels the axles do not spin, but I did notice drive side is much tighter then passenger side. For example passenger tide would spin a few times and driver side would immediacy stop (no axle spin though)
Sounds to me like your front hubs are engaging when there is no vacuum and releasing when vacuum is applied, as they should.
What is this bearing you replaced “about a month ago”?

I replaced all four wheel bearings.. It seems as if when the truck is running the axle is only partially disengaging and not fully on the passenger side
