C70 = C700 gas
E = 361 2V XD gas FT V8 (XD added in the smog years. Designated as "eXtra Duty" or "eXclusive Duty" according to some sources I saw a while back.)
V = Kentucky Truck Plant
U90251 = 1975 numerical series
153 = 153 inch wheelbase
M = White
C707 = C700 gas, 23,000 lbs GVWR
4AF = Doesn't match up quite right. Does this have a sleeper?
Transmission code is unclear. V is a Fuller trans for bigger trucks, the other character might be "A"?, in which case it is a New Process model 435 4 speed transmission, very common in C series

M = Ford front axle, 7,000 lbs capacity, with power steering
23000 = 23,000 lbs GVWR
