Cruse Control Surge

I have a 97 F-350 7.3, under 90,000 miles and I have a cruse control issue. It seems to surge/judder between as few mph and it does it at any speed above 55-60 mph. The speed sensor was replaced and the tone ring was inspected and still no change. The speedo seems to hold fairly steady with cruse off but bounces around with the cruse on, mimicking the surge. I don’t have any of the PSOM issues such as flashing O/D light nor do I have any lights on the dash. Any thoughts? Thanks

I do have a TS 6 position, however the cruse control worked fine for a several months with it.
