My truck does the same, a scan while connected to WiFi never shows any update available when in fact there is. I have read of others experiencing the same.
I have updated twice since 2019 and both times had to go online, input my VIN to check for updates, then download to a USB.
Well I did the update and it seems to have fixed the issue. One question though - when I look at the About Sync screen, it still says Software Version 3.0 Build 19205_Product just like it did before the update.
That's strange, it should show the new version that you loaded. Might require a shut down(key off) first. I found the update to be pretty fast, no more than 10 minutes, you could try again.

What gives?
If the key cycles don’t fix it try a soft reset
power+FF
So it seems that updating the Sync version didn’t fix the pop up issue after all. So I brought it in to the dealer to fix that issue, along with repeated front collision not available warnings, and to get one of the sealed batteries replaced due to leaking.
The front collision issue was fixed via a software update, and the issue with the Sync pop up was my as-built wasn’t on their (Ford’s?) server. Was I supposed to upload my configuration after making changing in Forscan?

I have not heard of doing that. So how did the dealer go about fixing it? I have been getting a pop up almost evertime the truck is restarted. Nothing is in the USB drive and wifi updates are turned off. I have even tried doing the Sync update a couple more times...still pops up.
I just close it out, have yet to find any features disabled.

The service writer didn’t give me a lot of details - just initially that they were waiting to hear back from the Ford Hotline, and then that they had to upload my configuration file to their servers.
