I don't think they will fit w/o making some mounting brackets. I have a 17 with the liners and a 24 without them. The 24 is missing mounting provisions. See the images below.
On the 17 you can see the two mounting points circled in red. Their are no provisions on my 24 for those mounting points.

I wonder if the metal bracket that has the tabs will bolt up from pre-23? Looks pretty close

There are plastic front wheel well liner pieces that cover the end of the bumper brackets and some of the exposed bolts, which seems like a good idea to me for salt/slush coverage. No idea why these aren't standard.
Part numbers are HC3Z16E206A and HC3Z-16E207A, one for the left and one for the right. They are about $17-18 each. Inexplicably, Ford includes only two of the four plastic "Christmas tree" type clips for mounting each one. They mount to existing open holes.
Takes just a few minutes to install each one. Pics are on my 2022 F350 XLT 7.3, but I don't see why there would be any difference based on model, engine, etc. My truck has the felt front liners only.
Pics are all on the driver's side. Passenger side is a mirror image.

they do have a slightly different bend compared to the new brackets, but they don't appear to have any affect.
now i will go and order the fillers. i believe i still have screws and clips from the set I put on my '20
