How can I change the bulb just to the right of the headlight in a 92 F250? I already removed the window washer resivoir but still cannot access the bulb? Does the front plastic cover snap off?

Also, the high beam indicator light on the dash does not work. How can you access that? I can't see it from undeneath the dash.
