I bought a 1991 f-150 recently which should definitely be throwing a code (e4od in limp mode). My obd scanner gave me the trouble codes a few weeks ago, but now the scanner is not giving me any codes in KOEO test.
So I went to use the CEL blink method using a jump wire. But it didn't blink at all.
I checked and found the CEL bulb was removed by the previous owner. I replaced the bulb, and now it flashes quickly when I turn the truck on, so I know the bulb works.
However, the CEL has not come on despite e4od problems. Still no blinking using the jump wire and still no codes from obd scanner.
What could be going on? Is the computer messed up? I actually replaced the old (very broken) computer with a reman which gave me the expected codes a only few weeks ago, so that seems unlikely. Is there anything else that could cause the KOEO test not to work?

Your issue does point to a computer that has gone bad. Most remanufacturers do very little to these PCMs other than slap on a pretty sticker. Get a warranty swap out and try another fuse.
