Fuse 30 for fuel bowl heater is good, heater has been unplugged for a long time.
This is looking like dead pcm to me, any ideas other that that before I order a replacement?
How is fuse #3 (Data link connector) and fuse #19 (PCM)?
Might also be caused by a sensor that is shorting VREF. Try unplugging the MAP sensor, the EBP Sensor, the ICP sensor, and see if you get the WTS back.
If you have what you are supposed to have there, you could check the PCM ground circuits at the PCM connector and if you have good grounds and 12v power, well the PCM may in fact be dead. At which point I would send it to Jonathan at Diesel Tech Chattanooga in the link provided by GregA above.

A short to ground on the pigtail, or internally on any of these sensors can and will cause all the symptoms you are describing
Also included are the TPS, and CPS ... inspect the pigtails for chafing/exposed wires and disconnect 1x1 while turning the key to on, if you get your WTS light back you've found your bad sensor/pigtail ...
As Josh mentioned above... Before sending the PCM off, maybe take just a bit more time and be 100% sure. I have attached the 5v reference pinpoint test from the PC/ED volume of the Ford Service Manual. It states "PCM breakout box", but you can usually work around this sort of specific test equipment.
More importantly, it names the sensors that are on the 5v reference circuit.
I have also pinned a wiring diagram from a 2002 that indicates the 5v reference circuit in color code.
Ended up borrowing my brother's truck to salvage my hunt. After going over every sensor I could, verifying voltage coming into pcm harness I will be shipping my pcm out tomorrow.
