I have only 2nd and 3rd gear in low range.
I tried manual with the same result.
My brother has a 2022 and can use all 10 gears in low range.

If so, I'll take it back to the dealer for a fix.
As an aged out hard core rock crawler, we use our TC on some pretty gnarly jeep trails and you want and need every single low range gear to slow down and speed up depending on trail conditions without going between low and high range. Our very first of many rock crawlers in 1967. This was my first springs-over-axle job. 1949 ****** Overland with GM 265 V8 and Studebaker 33% overdrive, 5.38 pigs. I broke just about every drivetrain part on it, including breaking the crankshaft.

How do you know you don’t have first gear in low range?

When I put in Drive/low range, the indicator says it is in 2nd gear.
You must get well up in the rpm's to make it shift to 3rd and that's as far as it goes, shiftwise.
Selecting Manual drive, it also starts in 2nd and does not progress from there to another gear.
I'm wondering if it has anything to do with the 5th wheel package we got with the truck to save the transmission.

Sound normal you have more than 2 gears here is Fords stock 4x4 low shift pattern from a 2020 based on output shaft speed , they start them in 2nd gear and the higher output speed is then it will shift
i cant think of any good reason it wont shift past 3rd. but with new vehicles everything is tied together by probes and position sensors and computers so when one piece goes down its like dominoes falling. probly theres a bad signal somewhere

My understanding is the fifth wheel package includes mechanical bits (extra frame brace, pucks) and the in-bed trailer connector. I’ve not heard on any drive train “adjustments”.
My understanding is 2nd gear is the lowest it goes with the 10 speed in 4x4 low. I think "rock crawling" mode in the tremor is 4x4 low, but in first gear... at least that is what I read on another forum.
So i was out wheeling in my JLUR yesterday and noticed that 4LO also starts in second gear. I can manually select first gear, but it does default to second gear. Just something to note.
