Can anyone say with any real authority, if you shop around with 3-4 local dealers, an expectation of price differences? I haven’t ordered a new truck in years. But if one dealer is say $4000 below MSRP on a $70,000 truck, will another dealer do that much better?
It depends entirely on the market you live in. Some markets are very competitive while others are not, even with multiple dealers. Some markets you can get well below invoice (back in normal times) while in other markets it is difficult to get even a couple grand off MSRP.
I shopped about every dealer in DFW. I was able to get $1,500 off of sticker but w my $2500 cash reward on top of that I was pleased. I got a nicely equipped lariat 350 for $54,xxx
That’s a great price. I’m in upstate NY and the price I’m looking at is starting around $70,000 and one dealer is priced at $67,000. What is the cash reward? My trade is worth $20,000 and I might put down another $10,000

it came in the mail from Ford. A $2500 exclusive cash reward tied to my account / address. Showed up after saving about a billion builds on Ford.com
My experience in SoCal is they're still doing +5K but might negotiate, or I found a couple to do MSRP. I contacted about ten GM/FORD dealers. I found one FORD dealer to accept an invoice deal so I took it.
For me the two best deals are 8 and 9 hours away. I reached out to a large handful of dealers within 200 miles of me and they would not touch it. So I'll be driving 8 hours when mine is built. 3% under invoice, which comes out to a little over $5k off MSRP.

Depending on what you're considering upstate, you might have trouble with competing dealers. Albany has a few that will compete, if you're north of there, your options become increasingly limited. If you're in say Plattsburgh, I wouldn't expect you'll be able to really get a big swing between dealers. I live out near Boston and there are a ton of dealers. The high volume ones will usually give you the best deal because they're dealing on smaller margins but just moving more vehicles. This is all pre-COVID though, now days, it's a bit of a crap shoot since inventory is so low, dealers are charging full sticker and some even putting market adjustments over and above the sticker price. One thing I would also pay attention to is what dealers will give you for your trade. One might have a truck that's $2k more but if they'll give you $4k more on your trade, it still works out for you. Might be worth taking your trade to CarMax and see what they'll give you for it as well, you might be surprised.

Where in upstate? I'm not shopping, as I have a 2020 that's less than a year old. But these $2500 offers that I'm receiving are basically worthless because no one has a Super Duty on the lot when I check the inventory on their websites.
I've received offers from Burdick in Central Square and Steet-Ponte outside of Utica. These are where my last 2 trucks were purchased. Funny how they tell you that you can update and give you an estimated payment in these mail offers but they have no new trucks to sell you.

the $2500 I got said buy or order by September 29. So I wasn’t restricted by on the lot inventory

To be honest, I don't know if there were any restrictions on whether it had to be on an in stock vehicle or not. Not shopping at this time so I didn't pay close attention. A quick perusal showed no inventory so I recycled the offer. I've gotten them by both email and US Mail.
Competing will be difficult right now because dealers know they don't have to budge much at all. But in a "normal" market, absolutely. I would pin them against each other.
Do it respectfully and don't waste their time if you know they aren't serious with a competitive offer.
