You've got all the room there is to have. The problem I see, if I'm seeing it correctly, is your wire guard is supposed to be against the lamp body on the other side of the bracket. Relocating that will give you the clearance you're needing.

Can you tell me the distance between the lower tail light mounting hole, and the fender with the bracket off?
Is it really possible to move your fender forward at all, if the front of the fender is locked in place by the position of the running board?
What year and model truck is that the fender is back so far ? ?
48-52 F1 pickups have fenders that go all the way back to the stake pocket, as shown. There really is no real meaningful adjustment, just whatever slop is in the holes in the fender where it slips over the bedside studs.
