9 = 391 4V FT gas V8. You are a lucky man! Usually these have a SD engine. The FT engine is a breeze to find parts for compared to the SD engines.
U = Louisville Truck Plant
646542 = 1965 series number.
176 = 176 inch wheelbase
J = Red
F802 = F800 gas, 24,000lbs GVWR
481A =I do not have this info for upholstery, seat type, cab type. 4 = beige vinyl, 81 = conventional cab
N = Dana (Spicer) model 5652 five speed direct transmission --OR-- New Process model 435 four speed transmission. I found another source--you should have the five speed.
88 =I can't find that one. Do you have a two speed rear axle? Another source identifies this as EATON 1790-A-91A single speed rear axle, 18,500lbs capacity, 7.17 ratio.
D = Ford-Rockwell (Timken) front axle, 7,000lbs capacity.
24000 = 24,000lbs GVWR
199 3800 = 199 certified net HP @ 3800 RPM

35 = Lansing District Code
0147 = Special Order Number. Color, transmission, engine, and axle are the usual suspects for special orders. This must be something else.
I'll keep trying to find that axle code or someone else might pop up with it.

Note update.
A single speed axle and a 5 speed make sense for volunteer FD trucks, where the operator might not have a clue about the 2 speed. I saw a VFD truck coast by with the 2 speed hung up and that guy had run the 2 speed in several trucks before. He was a little excited I guess.....
