From what I’ve read it looks like a edelbrock 1906 would be a equal replacement , trying to get away from Holley

So would a edelbrock 1406 be the model of a Holley 4160 or edelbrock 1906

No idea. If you are dead set on adapting that carb, go with the 1406--600 CFM is plenty for that engine. Like I said earlier, you could put a big 2bbl on there if you want simplicity.

Ain’t really set on it just ain’t a Holley fan. With the 2 barrel would that have to have a adapter plate for the 4 barrel intake

Tuning yes. Just never had a vehicle with the governor intake. So a 2 barrel would work with the adapter?

OK so you've had this carb off the engine. So what vacuum lines came off the carb and where did they go?

Was there any linkage between the carb and the governor? AFAIK, the governor you have has its own throttle butterflies to close down when the engine speed limit is reached. The only connection should be the vacuum line(s) to the distributor.

Does the governor work?

Once you confirm the connections, you will move those over to the new carb, make sure it's sealed up, and see how it runs.

Ok, so as long as it fits and seals up you should be able to put any carb on top of the governor. As long as the vacuum lines are connected, the governor should work to prevent overspeed.

Don't toss the Holley, but see what happens with a fresh carb.
