No idea. If you are dead set on adapting that carb, go with the 1406--600 CFM is plenty for that engine. Like I said earlier, you could put a big 2bbl on there if you want simplicity.
OK so you've had this carb off the engine. So what vacuum lines came off the carb and where did they go?
Was there any linkage between the carb and the governor? AFAIK, the governor you have has its own throttle butterflies to close down when the engine speed limit is reached. The only connection should be the vacuum line(s) to the distributor.
Does the governor work?
Once you confirm the connections, you will move those over to the new carb, make sure it's sealed up, and see how it runs.

yes the only vacuum lines where to the distributor, as far as the governor working that I’m not sure off ,
doesn’t seem to be.
Ok, so as long as it fits and seals up you should be able to put any carb on top of the governor. As long as the vacuum lines are connected, the governor should work to prevent overspeed.
Don't toss the Holley, but see what happens with a fresh carb.
