It appears that someone installed the pulley backwards. Is the collar on the other side? Not that it is going to help in any way at this point. I have seen this done a few times to get the desired pulley alignment when using the wrong pulley. It's very frustrating to see that sort of thing. It makes me appreciate an unmolested truck that much more.
Assuming the collar is on the other side, is there room to pull it off with a large bearing separator style puller? If the "dish" of the pulley is too deep maybe cut some large flat washers in half to stack up between the bearing separator and the collar? I am thinking you might end up having to sacrifice the pulley to get it off. Bummer.
Yep it appears to be on backwards. Depending on the tolerance stack-up, it might be possible to remove it with a large 3 jaw puller although the risk of damage is high. You might have to cut it off.
