No wipers and no 4x4

Have a 98 light duty f250 with the electronic 4wd, it will not switch into 4wd and the wipers do not work. The GEM has been replaced. I'm at a loss, please help

Did you check to see if the GEM is getting its power and ground feeds before swapping it?

Without proper power and ground, the GEM module won't do anything.
