Trailer Brake problems

I know that it has been asked before, but I am at my wits end about now. Here is the issue(s) I have been chasing.
I have a 2016 F-350 Super Duty SWB with the 6.7 Power Stroke pulling a 2018 Jayco Pinnacle 36KPTS fifth wheel. I get very little braking assist from the trailer brakes even with the gain set to 10. At times I will receive a "Trailer Wiring Fault" When that happens I get ZERO trailer brakes. (This is not specific to just the current trailer, I had the same issue with a 2012 Jayco Fifth Wheel.)
Here is what I have done to diagnose/correct the issue:
Inspected all the trailer wiring from the connector back to the brakes. Found and corrected a corroded connection where all four brakes connected to the blue brake wire.
Replaced the 7 wire connector in the truck box. (My bad forgot to unhook the pigtail one time)
Inspected all the connections at the truck 7 wire connector.
Going down the road @30 to 40 M.P.H. activate the trailer brakes on the ITBC and fell very little if any braking assist even when set at full gain, 10.
When first hooking up and performing a "Tug Test" the trailer tires will not lock up even on gravel.
Activating the break away switch will lock all four wheels even on pavement.
Took it to the dealer and they said they did not find any issues with the truck wiring or ITBC.
I have worn out two sets of front brakes and rotor in less than 80,000 miles!!!!!!!!!

Hopefully someone here can shed some light on my dilemma and steer me in the right direction.

Okay, so you know it is not the trailer. Your break-away test tells you that. That leaves you with the truck. One possibility is to take it to an RV dealership that has a tester you plug in that has a long cable so you can actually sit in the truck while someone drives and see exactly how many amps the brake controller is actually sending to the trailer brakes so you have something concrete to take to the Ford dealer. The fact you have some braking suggests the wiring is intact. Sounds like a weak connection somewhere. How's the ground? If you use a jumper cable and ground the fiver to the truck frame does it make a difference? Grounds are always the #1 suspect.
