Stuck in 4x4, Electrical Problem

2000 F350 Gas 4x4 with ESOF. The transfer case won't shift at all, it is currently in 4hi. It has never shifted into 4lo since we have had it but previously worked fine between 2 and 4hi. It doesn't appear as though the shift motor is attempting to shift at all so likely electrical or a bad gem.

The following has already been done:
New shift motor, checked fuses, checked relays, tried switch from a different truck..

I get the follow codes with forscan:

I have a fancy test light and a dmm ready to start diagnosing this but I've got a couple questions.

What is the pin out of the dash switch?

Which of these relays are for what in the picture below? I know 2 are 4x4 related and 2 are trailer tow related I believe but I can't find which is which.

Any help or tips is greatly appreciated. Thank you.

If you remove the shift motor, can you manually move it between 4H and 4L?
FYI, the transfer case shift motor only switches between 4L and 4H, it does not handle the switch between 2H and 4H, that is done electrically by energizing the forward clutch in the transfer case.

That does not sound right for this truck.....

OP: Make sure that fuse F17 under the hood is actually passing power. It supplies the power to the TC shift relays and, through those relays, the shift case motor. You can figure out which of those relay boxes by checking to see which relays have power fed from F17. The other box will have one relay coil supped by BJB F04 and the other by CJB F24. I've not come across and layout diagrams for those two boxes so, if anyone else had, it would be great to pass it along.

So relays 1 and 2 are the 4x4. F17 is good.
No matter the dash position both relays have 12v on pins 87 and 86 and nothing else.

Switch on dash, dark blue wire has 6 volts. All others are 0. All 4 wires show continuity to ground (cigarette lighter).

Tomorrow I was going to pull the gem and check It out. Is it on the back of the cab fuse panel?
