The “cap” is the spout plug.

Did you replace the balancer when you replaced the engine? I’m wondering if the timing marks have moved. The rubber breaks down and can cause the outer ring to move on the hub. Are you sure you are on the right 10° mark: Before top dead center and not after?

Man, it was a Jasper crate engine from AZ and I hired a local shop to do the swap, 10 years ago. So no idea about the balancer?

Re the timing, I need a Sanity Check
- when looking down at the pulley, if the mark is BELOW the pointer, that's BTC - conversely, ABOVE is ADC - correct?

So, turning the distributor CLOCKWISE advances timing (ADC) and turning CCW retards timing - correct?

And what about the crazy 'dieseling'? (actually, just starter turning the engine, AFTER key turned off)

I’m not sure what you are saying. The timing marks are on the balancer. With the engine up to temperature and running you turn the distributor to line up the 10° BTDC mark on the pointer. My balance only has marks for before TDC. Not the best picture. It’s pretty rusty...

Could you be using the notch instead of the timing hash mark?

Did the dieseling start after you played with the timing? If so that has to be related.

Yea, I didn't line up my white hash mark on the pointer - going back and fix that (but really need another hand, to turn distributor while shooting timing gun).
Meanwhile, I replaced the coil and the battery ground cable.
Started right up and ran roughly for a few minutes, died, and then same dragging starter (like weak battery).
i'm about to give up and tow it to the shop.

Well, I never did get to adjust the timing, because turning key on, NOTHING (but Check Engine light illuminates).

Battery shows hot on the charger (could it still be bad?)

I could not jump it at the solenoid. That means either no power, or I fried the solenoid (it's only a year old).

Going to test battery - if good, I will replace the solenoid. If starter does not turn, I will take it off and get it tested.

My4Fords, many thanks for all your help!
