Do not skimp on headers. You will only regret it when the flanges warp, the collectors leak, the bolt holes dont line up perfectly, etc... As for a set for the 6, they are hard to come by. The only brand that I know of offhand is Clifford. I havent heard anything about them though. I would check Summit Racing, Jegs, truckperformance.com, motorhaven.com, proficientperformance.com . You could also search in a basic web search engine.

Is it just easier to go with no cats and mufflers. Will a six sound good?
I have never owned a six before I dont want to sound like im trying to be all loud when it doesn't move all that fast. I just would like some more power.

What kinda inspection requirments do you have? I run just plain old bullet style turbos and it makes noise but isn't annoying nothing like glasspacks. I used as mentioned the turbos you get from any muffler shop just ask for the turbo (glasspack style or bullet) they are only $20 will last a couple years before they potentially rust off who knows maybe longer. They kept the interior quiet as well as opposed to the pancake style turbos or offset in/out believe it or not there was a difference. Some folks like to run the inline six with cats only and take the muffler off. Later
