Stuck in 4 low

I work on many different vehicles for many different people. You can call me a shade tree mechanic. This one has me stumped. 2000 f-150 lariat that is stuck in 4 low. The two-wheel drive and four-wheel drive vacuum solenoids are good. The selector switch is good. I've replaced the GEM module. Vacuum lines are good and someone else has replaced the vacuum actuator on the front axle. What I don't understand is why I'm getting positive voltage to both terminals on the connector going to the two-wheel drive vacuum solenoid that's located on the passenger side of the truck? Has anyone seen this before?

If this is still up, go here and down load the Ford shop manual. Hit the little arrow in the top right side and place it where ever to get all of the wiring and the truck stuff for 1997-2003.

Thanks I'll check it out. From what I saw already the ground is supposed to come from the GEM to whichever solenoid is activated (2wd or 4wd). My issue is that I'm getting positive voltage on both sides of the same connector which makes no sense (2wd connector). The 4wd connector has only the one positive in it's connector as intended.

The signal from the GEM will only happen if the conditions are met. Thats neutral and foot on the brake. Does the truck have a working cruise control? Confirm the rear taillights are operating and no burned bulbs exist.
