I think it was just an individual option and not part of any particular trim level or model. x2 they are called the sport steering wheel, but I don't know if that was their official name in Ford literature.
My brother ordered a new 1979 F150 Ranger XLT 400 auto with A/C and the optional sport steering wheel. An interesting little detail is that the sport steering wheel option meant that you couldn't get cruise control. I personally would rather have cruise control than a sport steering wheel!
$100 is insane for that wheel. If you had unlimited time, it could be fixed, sort of.
The sport wheel seems to have been available on most, but not all, Ford & Mercury car products at one time or another in the mid to late 70's. Available in the trucks, Bronco & vans thru 1986.
Watch for the sport wheels that don't have the provisions for the horn in them. They were used on cars with Ford's better idea, horn button on the end of the turn signal stalk.
X5 that is a Sport Steering wheel that is in rough shape,. Maybe worth 100 if it was in way better shape and had the center cap. Yes that steering wheel means no cruise control option. I got one out of a older Pinto wagon, but the horn pad shows a rearing horse.
Here is some info from "the man". Thanks ND. D7OZ-3600-A .. 3 Spoke Sport Steering Wheel with simulated leather covered rim. D7OZ-3600-B .. 3 Spoke Sport Steering Wheel with foam covered rim.
1977/79 Passenger Cars (except 1978/79 Fairmont/Zephyr & 1979 Mustang/Capri); 1978/79 F100/350, Bronco & Econoline.
Fairmont/Zephyr & 1979 Mustang/Capri use a different sport steering wheel. 1977/78 Mustang II's used the same D7OZ-3600-A & B3 spoke Sport steering wheels as 1977/78 F100/350's, Bronco's and Econolines. 1978/79 Fairmont/Zephyr & 1979 Mustang/Capri used different 3 spoke steering wheels: D8BZ-3600-K Chrome Spokes & D8BZ-3600-L Black Spokes.
The sport steering wheel could be a good one to reproduce. There seems to be a lot of interest in them but it is rare to find one where the rubber/foam grip isn't failing. I am skeptical that they can even be restored......in spite of what some sellers suggest.

Someone back then put that padding onto that steering wheel core, so someone today ought to be able to do it - at home even, nowadays.
I'm guessing that it's an injection-molding process?
Also, just to add tidbit of info which may end up being worthless, There is a gent who restores these and puts a real leather wrap on them. You can choose your color of wrap and thread. When finished, it looks better than original although it is similar in appearance. His fee is around $350 and, at this time, I could not tell you if it is for a restored wheel or the service. Will add more info as I stumble across it again.
