From my searching online that is an possible issue you would have to face. Many have said the DMV just went off of the VIN by the windshield or door. In Indiana they don't check the frame so I didn't need to be concern.
With that being said I used the stock F100 frame and the CV front suspension cradle. Both frames are 34" wide so it was just about a basic bolt in. If you swap the frame you have a lot of fab work to do to the cab in order to get it to fit the CV frame and you lose most of the bed to the fuel tank and frame.
If your floors are not completely gone I would use the F100 frame. Best of luck. ~Pat
Vin is in more then one spot on the frame one, Under the cab and one one the passengers frame rail near engine x member. When I swapped the vic subframe in mine I was careful when grinding the rivets, cutting out the original engine x member and welding the required parts in and I can still read the original stamping. Plus if you think about it it's still the original 1973 f100 frame just a different suspension. You can kinda think of it as an axle swap.
It's state dependent, some go by frame, some go by body, some will make you get a new title as specialty built or kit car.
Most people only swap the removable front crossmember/suspension from the 2003 and up models. The Crown Vic rear frame kicks up pretty high over the rear wheels so you'd have to cut the bed floor out to match it to the cab. If you're building a low truck, it'll work great and the CV rear suspension works really well, especially with upgraded parts.
