Well, next I would check to make SURE I have power or no power at the wiper motor. Maybe you have already done this though.
My wiper motor on my 09 F250 Super Duty kept blowing the 30A fuse. I swapped it out for a new one from Rock Auto and that fixed the problem. Your sounds like you are not getting power to the motor. You may have to trace with a meter from the start of the wire to the motor to make sure there isn’t a break somewhere along the way.
There could be more then the one fuse under the hood also. 12v is the trickiest of electrical systems to diagnose. My best advice is get your tester and start at the fuse block and isolate the wiper motor wire and start following it until you get to the motor and switch. There could be a break at any point along the way from rubbing on the chassis to mice having a field day. I know there is a 30A fuse in the box under the hood but there may be another in the box inside the truck.
