Looking for help

I’m hoping someone can help me with this. Can you tell me the purpose of this regulator (if that is what it is) on my 1951 Mercury pickup? And also where the wire from the first terminal should be connected? I’m thinking that perhaps this wire may have been connected to the horn. Many thanks for your help as I endeavour to get a bunch of electrical issues solved.

That is the horn relay. One post goes to power, one post goes to the physical horn, the last goes to the horn button, through the steering column.

Grounding the "horn button" post closes the relay, powering the horn.
