Engine Swap/Upgrade
Since you are in CA, you need a 2002 or slight newer 5.4 and the ECU that came with it. Most of the stuff for emissions is probably the same in a model year for the 4.6 and 5.4, but you have to make sure it's all OEM appearing and functioning. So your exhaust system from manifold to the cats has to be for the 5.4.
A donor vehicle is the best way to figure this out. And because your engine will not match the VIN, you will probably have to visit a referee to get the change approved. There is nothing wrong with the change as the 5.4 was an OEM engine, but the devil is in the details, and a big one will be the engine code mismatch.

If you mismash stuff between a 4.6 harness and a 5.4 engine, you miss details. It’d be best to strike it rich and get a hopefully complete 5.4 with all the goodies attached. Should be little more than bolt it down and plug in and go at that point.
