I dont know if this helps, but when I searched the part number I came up with a post on stangenet where someone was asking what that part was and apparently there is a TSB out there about it.
"It appears Ford added a dampening device to the fuel supply line when they changed to nylon lines. Apparently the noise from the lines could be heard while sitting in the vehicle. Probably surges in pressure caused the line to bang around a bit when the pump would come on and off. I am speculating the original lines were nylon without the silicone sleeve which insulates the line noise and vibration but I can't confirm this."
I don't know on your year engine, try the Ford / Motorcraft website, input the vehicle VIN #, then toggle over to the fuel delivery pictorial page where the under hood fuel rail & associated parts are shown & have a look-see for where they plumbed it in on your year/ model / engine. On my 99 4.0L its at the fuel rail, close to where the fuel pressure regulator Used to be, before it was moved into the fuel tank on the pump assembly.
If you have a repair, or shop manual it should be shown there too. It's said a picture is worth a thousand words, so maybe have a look-see on YouTube, maybe someone has put up a video that'll show where / how its plumbed in. The above posted photos ranger pat posted show one example of where it went, but I don't know what year that assembly came from. It ID's the fuel pressure regulator as being on the fuel rail, so it isn't the same as your or mine, as the FPR has been moved to the fuel tank, so the pulse dampener on your later year / model 3.0L might very well be different. Is your 3.0L a flex fuel model???.
