I have broken down my 49 8BA and cleaning up some carbon when I uncovered this past repair before I sent it off for cleaning and checks for cracks. How concerned should I be because of the repairs. This engine has set for at least 20 years before I got it started this summer briefly. When I drained the oil and antifreeze there wasn’t any bad surprises.
Is that JB Weld or some kind of silver solder? Are those holes that were drilled, like to end-stop a crack? I wonder if there was a corroded spot there that was JB Welded, that's right under the steel seal ring around the cylinder. Not unheard of to fill in pits like that.
It's hard to tell from that photo but it looks like that cylinder could possibly have a sleeve in it. Perhaps the JB weld is filling a flaw behind the sleeve.
That's a tough one. With all the work and money it takes to rebuild an engine I'd look for a better more permanent repair, welding perhaps. Look closely at where the head gasket sealing surfaces contact the block as well. The pinhole looks to be outside the combustion sealing ring. Obviously, the old repair held for a while but wasn't a permanent fix.
Based on what I see I would not be overly concerned as it appears outside the head gasket fire ring and above the piston ring in the cylinder . I used to do automotive machine work and that does not appear to be sleeved. Although in a perfect world you would not want it there, depending on your intended use I would use it.
Is the discoloration entering the bore the same solder or epoxy? If so, I wouldn't feel comfortable with it as pictures.
I agree with truckeemtnfords, that cylinder isn't sleeved. If you are concerned you could have that cylinder sleeved. The process of boring for a sleeve would let you see what is behind that grey and you could make a decision then.

This will be a weekend cruiser and I would like to keep the original Flathead is possible. I’ve got some time off next week and I will get this block off to a machine shop
